Public Procurement Monitoring: Here’s What You Should Know

A huge percentage of public funds are channeled by the government to projects that are intended to enable it to deliver service to the people in a better way. Through a good procurement process, the government identifies the needs in the society and works towards providing the right quantity and quality under convenient conditions. Sometimes, these issues aren’t addressed due to improper use of funds or bias when it comes to balancing resources. A third-party procurement monitoring enables that the government is held accountable for any misuse of funds and power when it comes to procurement.

The large amount of money dealt in when it comes to public procurement is a source of issues by itself. This includes corruption and complex contractual agreements some of which may fleece money from the government. Monitoring the efficiency and proper usage of funds is, therefore, necessary if the public is to benefit from the processes. For the public, transparency is essential if they are to know what is going on with regard to public procurement. As a result, the people are able to know if the government is honest and performing as good as they would like it to perform.

While gaining information about public procurement is essential, it is not an end, rather a means to an end. It shows that you can hold the government accountable and local and international institutions start to realize that it is quite possible. While the people are empowered, the government is made to realize that it should only serve the citizens and not personal interests of those in power. The society as whole realizes better service delivery and know how their funds are being used.

People who don’t want openness in the government usually float claims that the civil society wants to replace their government whenever they are questioned about public procurement deals. This is, of course, not true. The work of the civil society is to enable the public to have a voice if there is misappropriation of funds. Through this process, the public can then check the timeliness, quantity, and quality of services provided.

To avoid bias, it is integral for the monitoring organizations to have a code of ethics that they should abide to. The organizations themselves have local representatives who are able to provide the truth and not just claims. They should address the problem in question and work out a way to bring it to the public’s attention as well as inform the government what needs to change.

Without monitoring public procurement, service delivery will be compromised. The result is poor quality of goods and services and in some instances, there will be no deliverables. This goes a long way to show the influence that transparency in public procurement has in the lives of the citizens of any country.
